If you are planning an event that includes a lottery, bingo, raffle, etc., you may be required to obtain a lottery license from the Village. Below you will find the information you need to know before considering a lottery, as well as application forms and reports for the Alcohol and Gaming Commission of Ontario.
All lotteries require a license and can only be issued to charitable or non-profit organizations as defined by the Alcohol & Gaming Commission of Ontario. Eligible charitable or religious organizations that choose to conduct a lottery utilizing in-person sales may apply for a lottery license through the Municipality.
The Village of Merrickville-Wolford can license the following:
- Raffles with prizes of up to $50,000
- Bingos with prize boards of up to $5,500
- Break Open Tickets for local organizations
- Lottery events at a Bazaar
All other types of lottery licenses are issued by the Alcohol and Gaming Commission of Ontario (ACGO).
Eligibility
Proceeds from lotteries must be used for a charitable, educational, or religious object or purpose in the Province of Ontario.
Prior to the issuance of a license, the applicant must:
- Submit proof of charitable status (first license only);
- Submit a signed Raffle Application Form or Break Open Ticket Application Form;
- Submit a sample lottery ticket (for raffle license applications)
- Meet all Provincial terms and conditions, including financial reporting;
- Provide any necessary documentation required by the Licensing Officer; and
- Pay lottery license fee.
Village staff review all Lottery License applications to determine specific eligibility.

The Village of Merrickville-Wolford requires a minimum of 7 days processing time and 30 days for first time licensees.
Reports
A lottery report must be completed for lottery licenses issued for previous events before a new license can be issued.
